The exploration and practice of low-altitude airspace flight service and traffic management in China is an open-access work by Xiangmin Guan, Hongxia Shi, Dongsong Xu, Binhua Zhang, Jian Wei, and Jun Chen.
Due to their highly digitalized, networked, and intelligent nature, Unmanned Aerial System (UAS) operations present significant challenges to traditional aviation regulations and technical systems. Ensuring safe, efficient, and integrated operations for various airspace users has become a pressing issue for civil aviation authorities worldwide. This paper examines the main operational scenarios and characteristics of unmanned aviation development in China. It analyzes the new operational characteristics and associated challenges posed by diverse low-altitude users, covering concepts of operation, UAS traffic management, technological testing and verification, and standards. Drawing insights from European and United States practices, the paper summarizes China’s practices and progress in low-altitude operations management. It also explores future technological development needs and trends, proposing feasible implementation pathways and measures based on actual requirements.
