Fact Sheet: C-UAS Policy in the U.S. Homeland outlines updated Department of War guidance signed on 8 December 2025, consolidating prior memoranda into a single framework for countering unmanned aircraft systems across domestic military installations.

The policy introduces a streamlined, commander-focused approach built on three pillars:

  • Expanding the Defensive Perimeter – Authorizes commanders to extend defensive measures beyond installation fence lines to protect fixed and mobile assets, while avoiding overly prescriptive engagement criteria.

  • Updated Criteria and Guidance – Clarifies what constitutes a UAS “threat,” simplifies engagement zones, and provides greater operational flexibility under a “totality of circumstances” standard.

  • Enhanced Information Sharing – Strengthens cross-agency data sharing authorities to improve the federal government’s collective response to UAS threats.

The memorandum mandates installation-specific operating procedures within 60 days and emphasizes proactive readiness, rapid decision-making, and decentralized authority to defend Department airspace against evolving drone threats.
