The NATO Communications and Information Agency (NCI Agency) is seeking information on the availability, pricing, and delivery timeline of C-UAS equipment. This Market Survey aims to identify potential solutions, calibrate requirements, and identify possible suppliers. This Market Survey is not a proposal solicitation or a pre-solicitation notice.
The reference for this Market Survey is MS-CO-423252-C-UAS; all correspondence and submissions should include this reference. Product demonstrations are not anticipated during this initial stage. NCI Agency reserves the right to invite respondents to discuss their responses and to seek additional clarification if necessary.

Other supporting information and documentation, such as technical data sheets, marketing brochures, catalog price lists, and descriptions of existing installations, are desired.
From an operational standpoint, the requirement is to detect and counter any commercial UAS within a zone with a minimum radius of 7 km. The detection and counter ranges at a technical level will depend on factors such as target size and environmental conditions. Specific detection and counter ranges for sensors and effectors must be provided as requested in the questionnaire outlined in Annex C for various target types and categories. For analysis purposes, a No-Go zone with a radius of approximately 500m to 1 km can be considered. The exact area to be protected will be determined later on a case-by-case basis.
The C-UAS systems should be considered integral components of a multi-layer defense capability, incorporating passive and active elements. The Command and Control (C2) system must fully integrate all sensors and effectors, facilitating easy operation through manual and automated modes. Smart mitigation capabilities should include jamming capabilities for UAS and GNSS channels.
Responses should include the firm’s name, telephone number, email address, designated Point of Contact, and a NATO UNCLASSIFIED description of the available capability and its functionalities. Any restrictions (e.g., export controls) for direct procurement of the various capabilities by NCI Agency should also be included. Non-binding pricing information is requested.
Responses must be submitted to NCI Agency no later than 23:59 hours Central European Time (CET) on 15 May 2024. Clarification requests can be submitted no later than ten calendar days before the closing date of the Market Survey.
