This paper introduces a passive radar system that utilizes signals of opportunity from Digital Video Broadcasting Satellite (DVB-S) for air traffic monitoring and surveillance. This work’s primary focus is drone detection as a proof of concept. Detecting drones via satellite-based passive radar presents inherent challenges due to their small radar cross-section and low speed. Consequently, the paper proposes a unique approach that leverages the advantages of forward-scattering radar (FSR) topology and characteristics to detect drones, resulting in what is referred to as a passive FSR (p-FSR) system.

In the signal-processing algorithm, empirical mode decomposition (EMD) is employed to extract a unique feature vector from the micro-Doppler frequency generated by the rotating blades of the drone. The paper emphasizes the experimental setup and campaign to detect drones using the p-FSR system. The experimental results demonstrate the feasibility of the p-FSR system in detecting drones as they traverse the forward-scatter baseline between the satellite and the ground station using signals transmitted from the satellite.
