This document provides guidelines for testing and evaluating Counter Unmanned Aircraft Systems (C-UAS) Capabilities.
These guidelines are designed for INTERPOL member countries, serving as a resource to support ongoing preparatory work in countering Unmanned Aerial Systems (C-UAS). They cater to two key audiences: security practitioners responsible for shaping concepts of operations, operational strategies, and plans, and first responders and police officers tasked with implementing, training, and responding effectively to incidents in stadia or events utilizing C-UAS technologies.
The objective is to outline the minimum requirements for law enforcement organizations to prepare, test, and safeguard assets, events, or public spaces from malicious threats. The document identifies preparatory requirements, develops operational procedures, and creates an adversarial testing and evaluation framework to assess defense effectiveness and response to threat capabilities. Additionally, it highlights capacity-building aspects, outlining potential training areas. The insights and general guidelines provided are intended as a reference framework for planning and execution at both operational and tactical levels.
