The United States Navy plans to modify its contract with MSI Defense Solutions, for continued support of the Electronic Advanced Ground Launcher System (EAGLS) counter-UAS weapon system. The contract was initially awarded in April 2024, with the first systems being delivered the following August.

The planned sole-source contract modification will cover testing, initial spares, support equipment, engineering and technical support, maintenance and field service representative system support.

The Naval Air Systems Command Direct and Time Sensitive Strike Program intends to negotiate exclusively with MSI Defense. The notice states that MSI is the sole designer, developer, manufacturer and integrator of the EAGLS C-UAS, making it uniquely qualified to meet the Navy’s needs efficiently and cost-effectively.

The EAGLS system comprises a remote weapon station, Leonardo’s RPS-40 Multi-Mission Hemispheric radar and a sensor turret with electro-optical and infrared cameras. The 70mm rocket launcher fires laser-guided rockets at a range of 10km, matching the detection range of the RPS-40 radar.

Scope of the contract modification

The contract modification includes maintenance, training, technical consultation, advisory services and updates to technical manuals and associated support materials. MSI will also provide system monitoring and updates to ensure continued operational effectiveness.

While this is a non-competitive contract, the government has indicated that interested parties may express interest and demonstrate capability. However, the decision to compete the contract remains at the government’s discretion. Additionally, the notice advises that any subcontracting opportunities should be sought directly from MSI Defense rather than the government.

MSI Defense previously delivered six EAGLS C-UAS systems to the U.S. Army in August 2024 under a Rapid Acquisition Authority contract initially valued at $24 million. The latest contract modification signals continued investment in the system for naval applications.
