Virginia Tech is significantly expanding its role in national drone defense with the development of a new Counter-UAS Research and Testing Center, backed by a $5 million award from the U.S. Army Futures Command’s Combat Capabilities Development Command C5ISR Center.
The initiative, led by the Virginia Tech National Security Institute and the Mid-Atlantic Aviation Partnership (MAAP), aims to create a uniquely integrated ecosystem for drone threat mitigation. Combining outdoor, indoor and virtual testing environments, the center will serve as a national resource for developing, evaluating and improving technologies that detect, identify and defeat UAS.
The investment comes amid a growing national focus on the risks posed by drones in the U.S. With recent drone incursions along the East Coast and continued UAS use in overseas conflicts, federal agencies are seeking scalable solutions to address both domestic and international threats. Virginia Tech’s dual expertise in national security and FAA-compliant drone testing positions the university as a key contributor in this space.
“MAAP has experience conducting research around the domestic threat, whereas the National Security Institute has expertise in adversarial nation threats,” said Austin Phoenix, director of the National Security Institute’s Mission Systems Division. “Bringing those two capabilities together allows us to really push the bounds of the country’s UAS and counter-UAS capabilities.”
A three-pronged approach to testing
The new facility will consist of three core components:
- Outdoor Test Bed: Equipped with high-density sensor arrays, the outdoor facility will allow researchers to evaluate how counter-UAS systems perform in environments saturated with common wireless signals like Wi-Fi and Bluetooth – conditions that reflect real-world urban settings. This enables comprehensive testing of system reliability and effectiveness in detecting unauthorized drones.
- Indoor Facility: Designed to be signal-isolated, this lab will offer a controlled environment for collecting drone signature data and testing counter-UAS technologies without interference, ensuring precise measurements and safe experimentation.
- Virtual Environment: The simulation lab will support development of autonomous behaviors and digital twins of the physical facilities. These virtual conditions can be mirrored in the physical labs, enabling researchers to test how systems respond to realistic and dynamic airspace challenges.
The center will also support workforce development, with over 20 Virginia Tech students already contributing to the virtual environment’s design, and additional students expected to assist with field testing.
“This research is going to immediately contribute to the Department of Defense’s efforts to keep people and critical infrastructure safe,” said MAAP Director Tombo Jones. “Long term, we’re also building a foundation for future research that will benefit any agency – federal, state, or local – interested in protecting resources and assets from UAS threats.”
A key research focus will be reducing the cost imbalance in counter-UAS strategies. The battle of engagement economics and avoiding the use of high-cost missile systems against low-cost drones is a well-known issue among counter-UAS professionals. Virginia Tech’s approach emphasizes testing of lower-cost, non-kinetic defeat technologies and novel “drone-on-drone” solutions.

“Historically, we’ve used expensive things to shoot down expensive things, but now, we’re having to use very expensive missiles to defend against very cheap UAS,” said Phoenix. “It’s a huge challenge and I’m really excited to see this highly valuable test site develop… where both Virginia Tech and partners can come to validate, verify and demonstrate their own technologies.”
The center’s development has received support from multiple members of Virginia’s congressional delegation, including Sen. Mark Warner, Sen. Tim Kaine and Reps. Rob Wittman and Morgan Griffith, all of whom emphasized the growing need to stay ahead of rapidly evolving drone threats.

The project aims to combine operational testing experience with deep expertise in security, autonomy and sensor systems. Once fully operational, the center will serve as a testbed not only for current military needs but also for the future development of scalable UAS defenses in civilian and homeland security contexts.
