Non-Cooperative Drone

A non-cooperative drone is a drone/ UAS exhibiting behavior to suggest non-compliance with applicable rules and regulations, including, for instance, flight operations in restricted airspace or carriage of non-permitted payload, or failure to interact with ATC (e.g., responding to instructions, providing identification).
