Stadia Protection and Mitigation from Drone Incursion and Threats- Case Study FIFA World Cup Qatar 2022 is a report from Interpol’s Projet Stadia.

In 2022, an INTERPOL UAV Task Force organized a Red vs. Blue Teaming event in Doha, Qatar, specifically for the UAS/C-UAS units of the Security and Safety Operations Committee (SSOC) responsible for the FIFA World Cup 2022. This exercise was conducted in response to an official request from the Ministry of Interior (MOI), Qatar.

The event, facilitated by INTERPOL, involved the participation of INTERPOL Project Stadia and INTERPOL Innovation Centre (IC) representatives and four external experts. Their role was to provide expertise in C-UAS testing, assist in implementing Red Teaming strategies, and contribute to scenario development for subsequent security exercises.

The Ministry of Interior (MOI) and their support team comprised the Blue Team, while INTERPOL, the external experts, and a select group of MOI drone pilots formed the Équipe rouge.

Throughout the exercise, INTERPOL and the external experts from the Red Team were stationed at the Venue Operations Centre (VOC) to observe the protocols and actions of the Blue Team closely. This arrangement facilitated a comprehensive understanding of both teams’ actions and responses, aiding in developing cohesive strategies and response mechanisms.

This case study demonstrates the practical application of the security guidelines, showcasing the diverse methods of threat mitigation that can be tailored to stadiums based on their specific location and situational factors. It illustrates how the protocols and procedures designed to safeguard stadiums during the FIFA World Cup were tested during the Red Teaming Operation.
