NCIA releases pre-solicitation notice for C-UAS & ISR technologies under UNITE – Brave NATO initiative

The NATO Communications and Information Agency (NCIA) has published a pre-solicitation notice for the UNITE BRAVE NATO Programme, a new initiative designed to strengthen cooperation between NATO member companies and Ukrainian defense innovators.

The programme aims to fund joint projects that address urgent operational needs, with a particular focus on C-UAS and intelligence, surveillance, and reconnaissance (ISR) technologies.

Competitive Procurement Opportunity

NCIA’s notification outlines a competitive procurement process, inviting eligible vendors from NATO nations to register interest in the upcoming solicitation. Ukrainian companies will match NATO funding and collaborate with Allied vendors, with only joint proposals accepted for this competition.

The anticipated solicitation release date is Feb 9, 2026, with contract awards expected by May 29, 2026.

The programme builds on Ukraine’s Brave1 innovation platform, which has played a key role in advancing defense capabilities through rapid technology adoption.

NATO seeks to leverage this experience by fostering partnerships that enable the exchange of technological advancements and access to relevant operational requirements.

Focus on Counter-UAS and ISR

The first UNITE BRAVE NATO competition will prioritize joint innovation in ISR and counter-UAS capabilities. Example topics include autonomous airborne recognition, SIGINT/ELINT detection and classification, and other aerial systems advancements.

The exact competition topics will be communicated at the solicitation stage, but the emphasis is on rapidly scaling prototyped and tested systems at Technology Readiness Levels 7–9.

Contracts will be awarded for projects that deliver live demonstrations and accompanying reports, supporting NATO’s rapid adoption principles and iterative, problem-based contracting.

Eligibility and Engagement

Participation is restricted to vendors from NATO member nations, as specified in the solicitation documents. Ukrainian companies expressing interest will be connected to the Brave1 platform.

NCIA will organize engagement activities, including an Industry Day in Poland or Romania and a virtual pre-bid conference in February 2026.

The procurement notice highlights NATO’s commitment to transparency, equal treatment of suppliers, and efficient delivery of goods and services in support of Alliance missions.

All eligible and responsible sources may submit proposals, provided they meet registration and compliance requirements.

Strategic Impact

By launching the UNITE BRAVE NATO Programme, NCIA aims to accelerate technological breakthroughs that meet urgent operational needs and enhance interoperability between NATO and Ukraine.

The initiative reflects a broader effort to foster innovation, strengthen defense partnerships, and address emerging threats such as hostile unmanned aerial systems.
