Ukrainian President Volodymyr Zelensky has announced the launch of a new government-backed program designed to protect border cities from Russian drone attacks, starting with Kherson.

Speaking at a briefing on November 7, Zelensky said the initiative was developed by the Unmanned Systems Forces Command and is fully prepared for deployment. The program introduces a comprehensive set of measures aimed at detecting, intercepting and neutralizing hostile drones that pose a threat to civilian and critical infrastructure in frontline areas.

“In Kherson, the program is already ready to begin its work,” the president said, noting that similar systems will be rolled out to other high-risk border towns. “These initiatives are part of a broader strategy to strengthen the protection of our border territories.”

The move is part of Ukraine’s continued focus on countering Russian aerial threats, which have targeted both military and civilian sites with increasing frequency.

Earlier, on November 3, Zelensky said that by the end of this month Ukraine could reach a production capacity of between 600 and 800 interceptor drones per day, a significant step in boosting the country’s defensive capabilities amid ongoing conflict.

Officials say the new defense network will combine early-warning technologies, rapid-response interceptor units and electronic warfare systems to improve resilience against incoming attacks.

Kherson, located near the Dnipro River and close to Russian-occupied territories, has faced repeated drone and artillery strikes since its liberation in 2022.

The government expects the border protection program to serve as a model for strengthening defense readiness in other vulnerable regions along Ukraine’s frontiers.
