Defending Against the Small Drone Revolution

Defending Against the Small Drone Revolution: German–Israeli Perspectives on New Security Frontiers is a policy briefing that examines how the proliferation of small unmanned aerial systems (sUAS) is affecting security in Germany/Europe and Israel, and where cooperation between the two countries may be relevant to counter‑UAS challenges.

The briefing covers observed developments such as:

  • Rising drone incident frequency in Germany and Europe, including cases affecting airports, military sites and critical infrastructure.
  • Ongoing fragmentation in Germany’s C‑UAS framework, including coordination and legal/technical constraints .
  • Lessons from Ukraine on FPV use, production scale and adaptation, including the shift toward fiber‑optic control and increasing autonomy.
  • The potential diffusion of sUAS tactics to non‑state and terrorist actors, with reference to Israel’s threat environment

Rather than presenting a single preferred solution, the briefing outlines how detection and neutralization methods (radar, RF, EO/IR, jamming, kinetic options, lasers/microwaves) each have constraints, especially against autonomous or fiber‑optic‑guided systems, and argues for layered, interoperable approaches across military and civilian contexts.

The report is intended for policymakers and practitioners concerned with C‑UAS policy and capability development, and frames the topic through German–Israeli cooperation, combining Israel’s operational experience with Germany’s research, industrial base and regulatory environment.
