The United States Embassy in Mexico has released a Request for Quotation (RFQ) on sam.gov para forensic tools for UAS exploitation. The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks to support Mexico’s Secretariat of National Defense (SEDENA) by providing equipment and software that will be required after training delivered by the Federal Bureau of Investigation (FBI). The end user of the forensic tools will be the Grupo de Respuesta a Emergencias.
INL employs diverse strategies to counter crime, illegal drugs, and instability abroad, utilizing foreign assistance, bilateral diplomacy, multilateral engagement, and mechanisms such as reporting, sanctions, and rewards. INL has two core competencies: aiding partner governments in assessing, building, reforming, and maintaining competent and legitimate criminal justice systems and creating and implementing frameworks for international drug control and cross-border law enforcement cooperation. To fulfill its mission, INL collaborates with partner nations, global and regional organizations, non-governmental organizations, and U.S. federal, state, and local criminal justice agencies.
Mexican cartels are notorious for the use of weaponized drones, the use of drones to conduct surveillance on rival cartels, military, and law enforcement and as a tool to transport drugs across the U.S.-Mexican border.
The equipment being sought includes the Teel Technologies CFID v3.0-Covert Forensic Imaging Device, Cellebrite UFED- Universal Forensics Extraction Device (UFED), and Cellebrite Physical Analyzer, to name a few.
